Identity infrastructure

Identity people can carry,
and states can trust.

Telvris is an engineering company in Kigali building identity infrastructure for governments and the institutions that rely on them. Private by design, built on open standards, and made to work where the network doesn't.

One credential, issued once, checked anywhere.

Tessa

Prove who you are, without asking anyone's database.

Tessa lets a home state issue a signed credential to a citizen's phone. Border posts and banks verify it on the spot, offline, seeing only the claims they need. Nothing calls back to the issuing government.

See how it works →
  • Works offlineSignature and revocation checks run on locally cached material, so a land border with no connectivity still works.
  • No biometric databaseEnrolment keeps a one-way face hash and discards the photo. There is no pooled store to breach.
  • Reusable across verifiersThe credential that clears a border can open a bank account weeks later, without re-enrolment.

What we hold ourselves to.

01 / Privacy

Disclose the least

People share only what a verifier asks for. A bank learns your nationality, not your name, and never learns where you travelled.

02 / Resilience

Offline by default

Infrastructure for Africa has to work at the edge of the network. We design for no connectivity first and treat a live link as a bonus.

03 / Openness

Open standards, no home-made crypto

We build on W3C Verifiable Credentials, SD-JWT, OpenID4VC and ICAO 9303, so states keep their options open and nothing depends on us alone.

Why it matters

Most identity checks ask a central database whether a person is real. That puts everyone's data in one place, and every check on a network that many border posts don't have. We think the person should be able to answer for themselves.

An independent team in Kigali.

Telvris Ltd is a self-funded engineering company based in Kigali, Rwanda. We build on established standards, and every claim we make about Tessa is tracked to the code that implements it and the test that proves it, or marked as not yet built.

We're looking for a first government partner to pilot Tessa, and we're glad to talk with ministries, border agencies, banks and funders working on digital public infrastructure.
